The fuze(M404) on the 3.5" rocket is not electric. The correct nomenclature for the "safing pin", I've found, is -ejection pin. A spring loaded pin that blocks the fining pin. Which is ejected on firing. While the pictured item is not from that particular fuze, it resembles something similar, hence, my guess.
I believe Slick is describing what we always referred to as the "Bore-riding pin" which as Slick says, is a spring-loaded safety pin released by set-back or acceleration upon firing and then "rides the bore" to the muzzle where it is ejected as the round leaves the tube.
