This strange item is from a friends collection and we have no idea what it is. Anyone here maybe knows ?

looks to me like some kind of non lethal round, maybe a practice or baton round?

Someone should know the designation.
 
I see what looks like an electrical contact on the white plastic part, lead
wires into the base, and fold out type fins under the plastic. So I stay with some sort of rocket round.
 
If the green band is in line with NATO marking principles then the item may be filled with a smoke composition. Other than that I don't know.
