What manufacturer is PMS?

I would like to know who the manufacturer PMS is. I have 2 cases, and I suspect Spanish or Mexican.

The first is a 1940 dated 101.6x729R142 case (4 inch Vickers), listed as Mexican.
The second is a 1942 dated 120x850R? case (designation yet unknown to me).

Could be Pirotecnia Militar de Sevilla, Spanish state ordnance factory.

Recently discovered spanish 37x250R Pak case produced by the Pirotecnia Militar de Sevilla in 1944.
