My first guess, would be some form of fire extinguisher. Not sure why, seem to remember seeing something like this before painted red...

Fire extinguisher.

Yes it is an old 1950's type fire extinguisher and I think it was a water/acid type where you strike the plunger on the end which shatters a bottle of acid inside which then that reacts with the water contained inside and makes pressure/foam type mix to put out paper and wood fires.
Chubb made then I think.
