At first glance it looks like a Grenade, Anti-Riot, X13E1 made by SPRA (Schermuly). I will dig out some chapter and verse.

Herewith an image showing the marking. Usual 'rat-trap' mechanism as used on smoke grenades of the day. Payload too small to be effective. Last of the 'X' series experimental grenades. (became XL after that).
