ok bullet boffins ,any idea what this one is. (all measurements' are approx). thanks Clive
No head stamp markings
length .960 (24.40mm)
case length .534 (13.57).
case diameter .396 (10mm).
bullet .366 (9.33).
rim .447 (11.34).
rim thickness .98 (2.58).
It has a black coating.

It has a black coating.
This looks like a 9mm Perrin or French thick-rim revolver cartridge possibly made by Eley,UK ?
No idea about the black coating unless it is just aged brass or copper-wash.
 
It looks like a Dummy or Drill round as it has a hole in the side. Maybe a way to identify in black as a dummy.
