Ww1 French fuze/plug identification?

Hi, I found this at a fair and my friend has
onr identical, it looks like a standard French fuze due to the chamber at the base but it has nothing but this wire going through it? Maybe a shipping plug?

German pull friction fuze for captured french ordnance used as charges, called "Reisszünder West" (Reißzünder West)
