WW2 and modern experimental British 4.5in Naval rounds

I hope everyone had a happy Christmas, pictured are 2 British 4.5in Naval rounds and a WW2 case. The yellow HE round is a repainted modern projectile fitted to a 1944 Mk VI case, marked 4.5in Gun ICI N and Lot 961 length 695mm with a rim of 167mm from the Naval Mk1 and 3 guns, same case for the Army AA Mk2 gun. The case is from the same gun marked 4.5in VI VAEL N LOT 25 and 1940.

The star shell is in an unknown case probably pre the Mk8 gun. It is 713mm long with a rim of 167mm, marked 4.5 IA RLB and T598/100021, N. The projectile was fitted to the case and the paint is original stamped markings are NOD 14004/3 12 RLB 11/91 LOT 34. I would guess the case was made at a similar time, does anybody known anything about a case length of 713mm?
