The mounting lug is not right i wonder if this is a Made up to look like a bomb ?

Ive seen that symbol somewhere and always thought it was to do with the Fire Brigade?
I deffo see a Luftwaffe eagle on the chaps cap and tunic.
I would have thought it was Heer staff who would dispose of Ordnance?
