ww2 Bracelet

Looks Canadian to me, World War II. The surname LeBlanc (No "E") is a very common. I do not have my references at hand to determine anything in regards to the Regimental Number but it certainly appears to be a WWII Canadian number. I checked CVWM site, and there is no H J LeBlanc listed as fallen, so tracing him could prove difficult.
