WWII German Made 25mm Projectile for French Cannons? - Help Please

May I request our member's help with this one? This item is being offered for sale in the US as a German 25mm. The driving band strikes me as being very much like the 37mm Czech antitank gun rounds.

I know it as a German 3cm practice round but I don't know why the band is made with grooves.
