Here is the headstamp ... this tells me Israel. At least that's what I have for TZ, but the purple screams UK.

TZ is Israeli Military Industries, Natzeret, Ilit, Israel. Headstamps are sometimes marked in hebrew and sometimes as TZ or TZZ.
Israeli cases have been re-used for other purposes, eg theatrical dummies and blanks in New Zealand. I believe that is the situation here, with Israeli cases being used to load British made EOD blanks.
Ron Fuch’s .50 cal book lists a couple of HADL XL1E1 EOD blanks loaded in 10/87 and 11/87 both using TZ86 cases, the book also lists an L.E.L L1A1 EOD blank loaded in 5/92 that uses a TZZ88 case.
(Tim G , as Ron’s book lists HADL XLE1 1987, and LEL L1A1 1992, could it be that Leafield was previously Honeywell, not vice versa?)

For the time in question 1987, quite possibly. However, there are now a number of .50" Disrupters on the market. When these emerged and if, when we started using them, I don't know. One manufacturer of .50" Disrupters is Chemring - one of Leafields directors had/has a very serious involvement in Chemring as well. Some are also using electric 20mm cases which seems are far more sensible approach.

See https://www.bocn.co.uk/threads/50-inch-browning-case-query.104724/#post-322909 . These were new to those of us in 11 Ord Battalion in 1989. The Experimental designation is only supposed to last for six months but in some types of ammo would be extended. The case was modified to be electrically fired, with the leads exiting the case at the base, in place of the percussion cap.

When I was at the Ammunition Inspectorate in Germany in the early 80s we had a partnership with the American EOD unit, this was when I first saw/used the .50 de-armer and rocket wrench. To the best of my knowledge they weren't "in service" with the UK at the time.

Yes, I'm ex EOD...
It was used with the .50 de-armer. 1989 was the first year I saw it although it would most likely have been trialled before then - perhaps at the Army School of Ammunition or by LSA 2a. The cartridges were still marked Experimental in 1989.
The XL1E1 and the L1A1 both have the same NSN - 1305-99967-0519. Presumably the XL1E1 was accepted into service without modification.
To quote A&ER (Jul 2002) " The Cartridges .50 in Electric EOD Propelling L1A1 and L3A1 are specifically designed for use with the Projector Kit EOD Cartridge Cased L59A1 (De-armer EOD) - colloquially known as the DRAGON DE-ARMER. ...."
