The code C could be a bunch of different countries. I am guessing UK, but it's just a guess.

If it was a UK land service developmental item its designation would normally start with XL not XM?

Also its designation's developmental/interim modification (version) would normally be 'Ex', or for an in service item, potentially AxEx'. The 'x' in question being a number which denotes the version and/or developmental/interim modification.

Yes I think so too, given the label on the lever as with other SA chemical grens.
