I believe this was used on the SD2 butterfly bomb casing to pop open and release the container contents?
Various stampings can be seen on this example as you turn it.

This is the delay element for the 69C11 airburst fuze
The variations are as follows
Z69B 1.3 to 3.5 sec
Z69C 0.3 to 1.00 sec
Z69D 0.7 to 1.20 sec
Z69E 4.00 to 5.5 sec

were used in AB250, 500, and AB1000 containers
