18 Pr. Plug and unfinished nose bushing/fuze ring

I picked this up today, the typical shipping plug.
It was in an unfinished brass fuze ring which is finished
except being cut to profile. maybe this was done attached to
the projectile ? It shows an inspector mark, letter Q which
would be lost when the final shaping was done.
