It's a nice or was No1 Mkll that appears to have been
buggered with. To bad as it's nicely marked to Westinghouse in Hamilton Ontario.
Likely to do with the projectile being a "souniner" round.
Altered to a slot and open through, a thin brass strip screwed on underneath.
If any of this is legitamate or been seen before I would like to know- but I doubt it, though
it's a very clean job. A comparison with the plug from the 18pr shows quite an alteration has been made involving machining I expect.

My guess is it was modified with a slot and fitted to an empty carrier shell for use as a piggy bank.
 
I looked at it and the slot is not wide enough for the coins of the day and the copper strip has no spring to it.
So a good guess but it's one of these odd things that we will never really know the purpose of I suspect.
