The Mle 31 is made to accept a screw in tracer unit, likely for night firing practice, a Mle 31/16 would seem to indicate the solid shot that won't use a tracer. In the case both look identical so this is a way to tell which is which. These are for subcalibre practice in larger guns. These will be Navy projectiles. The Army had them also, but I suspect those are unmarked WW1 stock or new late 1930s or 40 dated and will not have the model #, if I am thinking clearly on how to tell army from Navy as these were originally an Army projectile and WW1 use in 37x202 cases.
