Austrian fuze M9 marking

A recent subject evoked the M9 fuze and I took the opportunity to highlight them and I just noticed some strange markings on the fuze yet identical.
There is a heart and a 17, what does it mean? inspector marking ?

Hello,
I don't know what heart means, but fuzes made by Manfred Weiss(W) Lot 88 in 1916. Ov means Ohne Verzogerung, without delay.
