yes it is a austro-hungarian M.14 double action fuze. Used on long 7,5 cm and 8 cm HE shells (Brisanzgranaten)
 
Have only very few documentation about the "modern" austro-hungarian ammunition. I have to search more deeply but if you are looking for a fuze diagram I think I have to disappoint you... And I have to correct myself, your fuze is for 8 cm shells only. The 7,5 cm shells are using the M.14a fuze which has a different upper ring.
 
Nice looking fuze. What are the measurements on this and do you mind if I use the photos for a EOD publication for the military?
