Is it a training version of the L10A1 Tripflare, the sort with a light bulb that flashes on?
 
No L10A1, not even british.

Several countries used/use it sinde 1945 and development was in WWII by Germany.
 
How about an igniter for one of those shell burst simulator devices?

Electrical it is. No real igniter but close to the subject, just much less complicated.

Hint: this one is airborne when used.
