they were made in a certain country for a certain government organisation of that country...
further clue Post ww2 and its NOT THE UK
 
Millsbomber you have got them,,yes Time pencils manufactured in the USA for the CIA ,,recognisable by the hexagonal nut, the remnants of the packaging is dated 1972
