BOCN Guess what it is

Correct so far:

American (Switch and Millsbomber) But not a Bangalore Torpedo head or flare (although that is close)

Incendiary charge (Snufkin) but not the water soluble bit.

To do:

The colour is grey/Gary rather than white and it is initiated by another device. If you can say what the device is then that's the thing nailed.
 
Millsbomber's answer is good but not quite right. Snufkin's answer is close enough to take the biscuit but the actual initiator is an AC Delay. Togther they produce a long delay incendiary to be secreted into any combusible material. Although US in origin, a small quantity was provided to the UK hence the UK AC Delay rather than the US Pattern in the sectioned example below. Over to you Tom.
