OK thanks EOD, I had no idea that torpedos needed engine starter cartridges, had assumed they just swam off when someone pushed the button.
This has to go to Hazord as he put in all the hard work on this one.

Is it a shell of some sort? I'm assuming the white bit at the bottom is some sort of plastic driving band?

Yes it is a projectile, and the plastic would be at least an Obturator/gas sealing band.
 
Closely related to a rocket motor. It has already been mentioned that it is a projectile. Not aircraft related.

No, not base bleed. This version of the projectile doesn't have a rocket motor. There are at least 2 other versions that would have rocket motors.
