Nick has hit the year and blu97 is on the right track but the Leichte Panzermine has'nt had a single M 10x1-thread and was an early wartime development.
To be honest, Ive hoped that one of the experts for unusual and highly rare devices would recognize this one quickly and in best case deliver additional info; so a lot remains unclear.
I cant prove it due to the lack of any references, but this device is believed as a kind of tilt fuze for the Tellermine 29, called "Knickzuender 29".
The body is a solid brass piece, made by Richard Rinker in 1931; the threaded extension rod is a post war supplement.
