Is it a Cox Submarine Gun?

No but I googled the cox gun and it is very interesting. Several members guessed this device on other unknowns so I though there might be an interest. Ordnance knows and has one of the few actual collections of these.
 
Correct. It is a Cartridge Engine Starter No 10 Mk 3 Engine Run Up (ERU) for the Rolls Royce Avon engine used in the Hawker Hunter fighter and the Canberra bomber. Your turn.
 
For use in oil well drilling, I believe. I think I have some of the projectiles around here somewhere.
