Brass Fuze

I have this brass fuze that is heavy and not marked.
Graduated 0 to 16 plus 4 graduations (5 graduations per unit). Diameter is 76.5mm. Overall length is 68mm. Thread is 31.5 diameter x7 tpi or nearly 3.5 pitch.

The 2nd section above the time ring is hollow inside for about 15mm so it may hold more powder there?
The centre stem shows 4 holes with a vertical firing pin visible inside.

Is this a Russian fuze and what shell was it used with please.
