Hi,
It is a Japanese Imperial Navy (JIN) Type 91 Time fuse used on the 127mm HE AA naval shell - there were four variations of this fuse.
Looks like the "Toyokawa" arsenal anchor stamp(?) - same as on my one (last photo)
