Fuze ID needed

Got a couple of these I found with some old WWI mixed fuzes.
Appears to be only part of the fuze to me?
Measures 46mm dia & 27mm high

Marked 11 Date? then above that nTE (the E is back to front so I am thinking Eastern European?) in a circle then 180 degrees opposite side what could be n or II

Can anyone ID for me please?
 
These are my two Russian fuzes, I've never been able to find a model number or any substantial information about them.
