Grenade Cup- What do I have here?

It has been a while since I posted. I picked this up at the Phoenix Gun show. I was told it is a WWI grenade launcher. It fits my SMLE:III rifle. It is really dirty and needs cleaning. You were told correctly, a WW1 cup discharger. Nice item, but over here need to be de-activated.

Burns Cup dis charger, any markings as there was a load come out of India,,,,,,,, Dave
 
On one of the branches that supports a clip it has SIR. On the other side it has a deep stamped 38, and on the other it has SA over a line, over 169. I will try to take pictures. Thanks, Vaughn
 
As Millsbomber hinted, of Indian manufacture - SIR is Southern Indian Railway.
