Icky black unknown

Ok,8-3/4" tall 2-1/8" wide.Its hollow.The groove for the missing driving band is 3/4" wide is 1-9/16" to 2-5/16" measured from the bottom of the shell.The crimp groove is 1/8"wide 11/16" measured from the bottom.Tracer hole is 11/16 fine threaded and finally,the spanner wrench holes are 1-1/4 wide on center.
