I am not sure but there are loads of ammunition coming from Norway and I think this is one of the becaus RA stands for the raufoss factory in norway, so perhaps it was renovated there. It is mostly used in naval guns as the 12,7 cm.
 
Thank you for replying Blu97 ,I think the dealer i got it from does a lot of business from Norway , it only cost 10 and ill probably make a cutaway from it,if i dont cut it its still a nice clean example
