Ron's reply above would appear to a good explanation. I've looked at the contracts for 117/119 fuzes and the only possible for WBB would be Wilmot Breeden. However, checking the contracts is not that straightforward and there are page after page of contracts and the pages are all over the place in the ledger, there is a possibility I've missed a minor manufacturer.
