No 103 fuze

I have attached a picture below of a number 103 fuze in a shrapnel shell adapter. My understanding is that this fuze was only used in HE shell and functioned with a gain. The fuze is fixed hard and fast in the adapter and has been there for a large part of it's life. My thought is it has simply been put in the adapter for display but has anyone any other thoughts on it or information that might indicate its use in this configuration? TIA
