No 119-1 DRILL Fuze

I ask if this No.119-1 DRILL fuze by WBB 5-40 is made by Wilmot-Breedon, Birmingham? Drill fuze should be blackened?
I thought they used the code WB and not WBB so may be a different company. It has a hole drilled through the body and base.
