Safety Firing Tubes for Distress Signals.

This black cardboard container has 8 tubes but could possibly hold 10 or 12 ? Container is 30mm x 185mm.
The brass tubes are 6mm diameter and 152mm long without the wire. The base is open and tapers to about 5mm.
I wish to ask if these are British, which devices they were used in and approx. date. All answers are welcome.
