unknown double / triple action fuze

Hello,

does anyone have an idea which country this fuze may have been produced for? It is made by Krupp and my only guess would be that it was produced for Romania? The construction indicates that it should be a fuze for universal shells (Shrapnell + HE-Shell combined). The lower thin part is made of iron which could be the remains of the HE-head of the shell.

Any other informations are welcome.

I know this answer comes very late.... but I hope it still helps you.
What you have is the quadruple effect fuze (in fact it`s not exactly complete) for the Krupp universal shell for the Romanian 105mm field howitzer model 1912.
The four markings indicate
Șrp -> Șrapnel -> Shrapnel
Ob.F -> Obuz Fuzant -> time action HE
T -> ?? not sure what they meant , but this should be the normal percussive action
Ob.c.I -> Obuz cu Întârziere -> delayed percussive action
