The long-tapered brass outer appears to be from an early Shrapnel shell, normally fixed into the nose of the projectile with the top collar on the nose of the shell, either studded RML or lead coated, BL. But in saying that the small percussion fuze in it was not normally used with shrapnel shells, either put in latter just because it fitted or old shrapnel shells being used up for practice of direct fire using a percussion fuze for a visible burst. There appear to be perhaps latter ones where the upper is brass and the lower part tinned iron, the one that you show may not even be fully finished, its threaded inside to GS taper but has the lower part been bore and threaded for the primer.
