WW1 British incendiary bomb?

This is an exhibit in the Manx Aviation and Military Museum, of which I am the curator. I'm told that it's a carcase incendiary bomb. The tail fuse is dated 1917. Can anybody tell me anything about it?

I've seen that photo before, I think it's of a bomb at Hendon. Are these things very rare?
