Forged steel Lazy dog, thought it may have been a practice Energa grenade but it only had 4 fins and not 6 as with the Energa.

For a pinfire cartridge?

Correct.

It is a recapping tool for 12 bore pinfire shotgun cartridges, made by James Dixon & Sons, Sheffield.
The hole in the base and the turn screw are used to hold the pin and pull it clear from the fired cap.
A new cap is rested on the steel cradle part with the open end facing the flat spring.
The case is aligned with the pin positioned against the flat spring, and it is pressed down onto the body of the tool against slight spring pressure. This aligns the cap in the base of the cartridge, and the flat spring is used to press the pin back into position.
