Ok, as interest seems to be llittle:
It is an "EPU" electric firing pin which is basically propelled by a bridge wire ignitner. It is used with the "EKSR" flare gun (2 variants exist: cal 4 and cal 1) which is an organic aircraft part. So firing is electrical while the cartridges are percussion primed. As said it is a German WWII development which was used by the Soviets in all of their aircrafts and sowith spread around the half world.
