Disarming, or arming?
When a bomb is hung outside on a bomb rack, air flows around it during flight .... among other things, which would cause the propeller to unscrew unintentionally and thus unlock the fuse .To prevent this from happening at a time when it is not required, there is this device that blocks /unblock the rotation of the propeller. When the bomb is dropped from the rack, the part that blocks the propeller is torn off and allows the air pressure to rotate the propeller.

From that drawing, the logical questions are: what kind of bomb (group of bombs) is it, what kind of fuse (specific type), what kind of fuse release group is it and why and for what types of aircraft and thus era is it?
Does the system have a designation and manufacturer?

I will just note that notice the inclination of the release mechanism to the longitudinal axis of the fuse ..... if you look at the APUV type for example, that inclination is not required there.
