Bd.z.5103 base fuze query

Please see the attached photos of a German WW2 Bd.z.5103 base tracer fuze from a 5cm APC round. What purpose does the aluminium bit serve? Is it a transit cap? This bit can be taken apart as shown.

What you mean by : ,,aluminium bit serve? Is it a transit cap,, is detonator which consists of these two aluminum parts and other parts and other substances ....
