Bd.z.5103 base fuze query

Please see the attached photos of a German WW2 Bd.z.5103 base tracer fuze from a 5cm APC round. What purpose does the aluminium bit serve? Is it a transit cap? This bit can be taken apart as shown.

I don't know. Try looking at the acceptance regulation TL 13/5030 which describes the acceptance and marking of Sprengkapsel P 2 ...

A colleague I attended for his funeral left with a Pzgr. bottom fuse ...
