No igniter, no explosive soap, no stun item. Exat808 is getting somewhat closer depending on which direction he may keep on to.
 
Good one EOD. Its just so obvious when you find out the answer............I guess the string on it was the clue!!

OK, this looks like one of our (UK) 60 pound rockets (3-inch motor) but presumably it is one of your (US) 5-inch aircraft rockets using a 3.25- inch motor?
